    The Incident Command System (ICS) is a standardized approach to emergency response command, control, and coordination that establishes a common hierarchy within which responders from various agencies can work together effectively.

    ICS was created to address problems with inter-agency responses to wildfires in California and Arizona, but it is now a part of the National Incident Management System (NIMS) in the United States, where it is used in a variety of All-Hazards situations, from active shooter situations to HazMat scenes.     • Create a centralized, cohesive emergency response structure.

    An incident command system encourages the use of common language and includes a dictionary of terms to assist provide uniformity to position titles, resource descriptions and how they can be structured, incident facility types and names, and a variety of other topics. 

    The usage of common vocabulary is particularly noticeable in command titles like Incident Commander, Safety Officer, and Operations Section Chief.

    The Incident Command structure is designed to expand and contract in response to the incident’s scale, resources, and hazards.
